Hi Chris,
I had this issue before and you told me where to fix it. I remember it being a simple setting but can't remember where.
The entire terminal list is frozen and I can't select or scroll.

Uncheck the Manually Draw Cable function on the One-to-One cables tool panel.
That should do it.
