WireCAD won't start. Event log gives error 1008

Click Start, click All Programs, and click Accessories.
Right-click Command Prompt, and then click Run as administrator.
At the command prompt, type cd %SYSTEMROOT%\System32 and then press ENTER.
Copy all of the lines below and paste them into the command prompt.

lodctr C:\WINDOWS\system32>lodctr C:\Windows\INF\MSDTC\0000\msdtcprf.ini
lodctr C:\WINDOWS\system32>lodctr C:\Windows\INF\MSDTC\0409\msdtcprf.ini
